Accessible adult change facilities in public buildings

In November 2018, the ABCB agreed to amend the National Construction Code (NCC) to require the construction of separate accessible adult change facilities (AACF) in public buildings including shopping centers and other public assembly buildings. Amendments to the NCC will be available to preview from February 2019 and will come into effect from 1 May 2019.

These amendments are contained within the Disability (Access to Premises – Buildings) Standards 2010 (the Premises Standards). The Premises Standards are made under Section 31(1) of the Disability Discrimination Act 1992 (C’th).

The requirements of Schedule 1 of the Premises Standards are reflected in the National Construction Code (NCC). The NCC is given legal effect by relevant building, plumbing and related legislation of each State and Territory.
